SAILING INSTRUCTIONS

1 RULES
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing and the rules of West Florida PHRF.
1.2 There are two classes; PHRF Handicap and PHRF Pursuit. Both classes will include Spinnaker, Non-Spinnaker, Monohulls and Multihulls.
1.2 Boats shall indicate their class and whether they intend to use a spinnaker or not for each race on the registration sheet for that race. Boats shall enter their appropriate PHRF Rating on the registration sheet. Boats that fail to make a designation will be scored based on their Spinnaker rating. The appropriate PHRF Rating is the Random Leg Course Rating, spinnaker or non-spinnaker depending on whether the boat registers as spinnaker or non-spinnaker.
Boats that register using their non-spinnaker rating will be disqualified if they use a spinnaker during the race
Boats registered using their spinnaker rating will be scored with that rating whether they actually use a spinnaker during the race or not.
Boats may change their spinnaker/non-spinnaker status each race by their designation and rating as shown on the registration sheet.
2 NOTICES TO COMPETITORS
Notices to competitors will be posted on the official notice board located on the porch of the SSS Clubhouse
3 CHANGES TO SAILING INSTRUCTIONS
Any change to the sailing instructions will be posted before 1700 on the day it will take effect, except that any change to the schedule of races will be posted by 2000 on the day before it will take effect.
4 SIGNALS MADE ASHORE
4.1 Signals made ashore will be displayed on the flagpole at the Sarasota Sailing Squadron.
4.2 When flag AP is displayed ashore, “1 minute” is replaced with “not less than 30 minutes” in the race signal AP.

5.2 Number of races; both classes will have one race each day
5.3 The scheduled time of the warning signal is 18:10 for the PHRF Pursuit Class and 18:25 for the PHRF Handicap Class.

7 RACING AREA
The racing area will be Sarasota Bay.
8 THE COURSE
The courses are presented here. Depending on the expected wind direction one of three courses, A, B, or C bill be sailed. The Race Committee boat will display the course to be sailed. In the event the Race Committee boat is not on station in time to display the course for the PHRF Pursuit Start, the Race Committee will announce the course to be sailed on Channel 72.
All Marks are to be left to Port unless followed by (s), in which case the mark is to be left to Starboard.
9 MARKS
9.1 Marks F, G, H, I and L are the orange or yellow cylinder shaped marks maintained by SSS. Marks 13, 15 and NP refer to the government maintained ICW marks.
10 AREAS THAT ARE OBSTRUCTIONS
There are no areas designated as obstructions. There are shallow waters in the racing area. Competitors should consult their navigation charts to determine areas of insufficient depth for their boat to transit safely.
11 THE START
11.1 The PHRF Pursuit Class will be started using a pursuit start system. The scheduled time of the Warning Signal for the PHRF Pursuit Class is 18:10. Unless the race is postponed a boat’s starting time will be the time of day (GPS time) for its WFPHRF RLC Rating as per the time of day on the Time Allowance Chart for the course to be sailed. If a race is postponed, a boats starting time shall be the time from the starting signal plus the time in the AP column of the Time Allowance Chart for its WFPHRF RLC Rating for the course to be sailed. This changes rule 26.
11.2 Races for the PHRF Handicap Class will be started using rule 26 with the warning signal made 5 minutes before the starting signal. The scheduled time of the Warning Signal for the PHRF Handicap Class is 18:25.
11.3 The Starting Line will be between the staff displaying an orange flag on a starboard end RC Boat or an orange ball at the starboard end and ICW “13″. In the event that neither an RC Boat nor orange ball is in position for the pursuit start, a boat in the PHRF Pursuit fleet may start at its starting time by sailing within two of its hull lengths of ICW “13″ at its starting time per Attachment 2.

13 THE FINISH
The finish line will be the line between a staff displaying an orange flag on the Race Committee Boat and ICW “13″.

15 TIME LIMITS AND TARGET TIMES
The time limit for completing the race is 2100. Boats that have not completed the course by 2100 shall be scored DNF. If no boats complete the course by 2100 the race shall be abandoned. Failure to meet the target time will not be grounds for redress. This changes rule 62.1(a).
16 PROTESTS AND REQUESTS FOR REDRESS
16.1 Protest forms are included as an Appendix to the Racing Rules of Sailing and are available at International Sailing Association web site. It is the competitor’s responsibility to obtain a protest form.
16.2 Boats intending to protest shall inform the Race Committee promptly after finishing of their intention to protest and the name(s) and or sail number(s) of the boat(s) they intend to protest.
16.3 The protest hearing(s) will be held as soon as practical after the formation of a Protest Committee.
16.4 Notices of protests by the race committee or protest committee will be posted on the official notice board to inform boats under rule 61.1(b).
17 SCORING
17.1 The series will be scored using a High Point system whereby each boat will receive one point for each boat that it finished ahead of in each race. In the event six races are completed the best 5 races for each boat will be counted. Boats that do not compete, do not start and do not finish any race or races will receive 0 points for those races.
17.2 Racers serving as race committee instead of racing shall be awarded points equal to the first place finish for the race in which they served

20 EQUIPMENT AND MEASUREMENT CHECKS
A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee equipment inspector or measurer to proceed immediately to a designated area for inspection.

23 SUPPORT BOATS
Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or retired or the race committee signals a postponement, general recall or abandonment.
24 TRASH DISPOSAL
Boats shall not put trash in the water. Trash may be placed aboard support and race committee boats.

27 RADIO COMMUNICATION
Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
